INTA in Peru

INTA in PeruINTA was approached by several Peruvian institutions to assist in the definition of long-term strategies for decentralised development.

A delegation of INTA visited Lima, where three institutions joined INTA membership to work together on the management of territorial projects and capacity building of public officials.


Unión Chanka  a new village in the Andes

Union ChankaThe Direction General of Urban Development of the Peruvian Ministry of Housing and AFIN  the Peruvian Association for Promotion of Infrastructure  invited INTA to assist in the creation of a programme proposal that responds to the demand of a community in an isolated region in the Central Andes, San Jeronimo, to create a serviced centre for dispersed populations.

Unión Chanka, which is seen as a pilot project that could be replicable in other mountainous areas, is planning for a low-dense municipal area providing housing and equipment for education, health and recreation, close to agricultural fields and accessible for services such as water and electricity, which is currently unavailable for most of the isolated settlements.

Prime MinisterTo create awareness of the potential of the project, called Unión Chanka, the Direction General of Urban Development of the Peruvian Ministry of Housing, led by Dr Luis Tagle, and AFIN and INTA, together with the Mayor of San Jeronimo, had meetings with the Prime Minister, the Minister of Energy, the Minister of Housing and the Minister of Social Development, who have all expressed their support.

The project is the initiative of the local population who have taken the lead to find solutions for their isolation and has been carried by the Ministry of Housing, who signed a decree with Alan García, President of Peru, to make the project happen.

Several members of AFIN, investors in infrastructure, have expressed their support in the project, seeing it as a solution to reach isolated populations.

INTA will compose a Panel, which will include professionals with background in development, territorial planning, decentralisation, anthropology, engineering, as well as Peruvian institutions (Universities, NGOs and the Peruvian Office of Decentralisation) to study the sustainability of the project, to transfer tools and instruments to increase the performance and to propose management and governance methods for its delivery.

INTA was also approached by OEFA, the Peruvian organization for environmental assessment, to work together on the establishment of guidelines in sustainable urban development including energy efficiency, mobility, reusable energy, the use of new technologies and innovation, natural risk mitigation, &

Furthermore, INTA was invited to look at the project designed by the Peruvian Parliament to regenerate and connect several public buildings in the historical centre of Lima. The regeneration will significantly increase the value of the city centre and the functionality of the buildings, as well as the connection of the city centre with the other (economic) centres of the metropolis. The Parliament is inviting an INTA Panel, which will contribute to the territorial value of the project, involving specialists in strategic urbanism, mobility, sustainable architecture and workspace development.

Finally, INTA has had the pleasure to exchange urban strategies with Lourdes Flores, candidate for Mayor of Lima, and with the Partido Humanista, presided by Yehude Simon, former Prime Minister, who is proposing several candidates for local, regional and national elections in Peru and for whom an articulated territorial development is a priority.
