View on Ribera del MarcoCáceres, the most intact medieval quarter of any Spanish city, has been growing on the west part of its territory turning his back to the walls of the City. The recent archaeological interpretation of the fortress, the rediscovery of the old well, and the reactivation of the Silver Trail create an opportunity to revitalize the land on either sides of the creek “Ribera de Marco” finding inspiration in history and in the City identity.

The City Council of Cáceres has invited an INTA Advisory Panel to evaluate and debate on the project of the "Ribera de Marco" area which is part of the strategic development of the City through the definition of the Innovative and Creative Urban Strategic Plan.

A team of 10 international practitionners will focus on the feasibility and the implementation of the project which can be a link between the North and the South of the City (University site on one end and future innovation park close to the old mining town on the other end, that is linking past to future, tradition to innovation, culture to nature) giving territorial coherence  and enhancing the potential of renewal regeneration.

The Panel on the Ribera del Marco is part of a long and integrated process of strategic development of the City of Cáceres. The process started with an extensive participatory process of the local population togive an input about an urban sostainable future. All public institutions and private sector were involved as well in the definition of the project. The INTA Panel was called to enter in the concretion phase of the project to give a balance between the local needs and the global vision.

The Ribera del Marco project is the axis of development of the City, representing the best opportunity for the City to develop a high quality of life, including economic development, heritage preservation and urban renewal.

The results of the Panel will represent one of the axis of the 2016 European Capital for Culture Candidacy for Cáceres which its historic center is listed as a  World Heritage site.

The Ribero del Marco project will influence the quality of life through a creative and innovative project leaning on all assets of Cáceres.

The involvement of an INTA panel should be considered as an opportunity for the City to:

  • validate the Ribera de Marco proposals through an international benchmark;
  • identify the priority elements to implement;
  • work on the economic, institutional and cultural implementation;
  • work on institutional management and governance of the project at different scales. The innovative participatory process is already quite advanced and it seems appropriate to follow it up and to focus more on the institutional participation (at different scales and degrees of commitment of the public actors and within the municipal system) to protect the vision and make secure the strategy and the project;
  • finally, the recourse to an international panel might help to communicate and explain the public action to the local environment (institutional actors and civil society).
